THREE OWEN COUNTY DRAFT MEN ARE DELINQUENT Authorities After Boys Who Failed to Appear Before Board for Examination Owen County Journal; April 11, 1918 Out of all the young men who have been listed in Owen County under the conscription law only three have failed to report to the local board for physical examination and are now classed as delinquents. The men are: Frederick Bert PHILLIPS; Gosport Omer LITTLE; Coal City Elmer G. STAMPER; Freedom Unless these men report for examination within five days they will be classed as deserters and subject to arrest and the punishment provided by law for desertion.
